Open /dashboard/business/apply and submit the business application. The application is associated with the authenticated dashboard user and is reviewed by an operator.

Lifecycle

not applied → submitted → under review → approved
                                      ↘ rejected → reapply

Before approval, management routes remain locked. After approval, complete profile setup, then register identifiers and destinations.
